APG’s Restricted License Committee

APG RKK Meeting Moved to April 13th – Steve Shortell and Sarah Ream to Speak

Our March 9th meeting has been rescheduled to accommodate some important outside speakers.

Please join us on Tuesday, April 13th at 12:00 – 2:00 pm (Pacific Time) for an online meeting.

You can register here.

Meeting Agenda:

  • Professors Steven Shortell and Richard Scheffler of the U.C. Berkeley School of Health Policy have requested a meeting with APG RKK members to discuss the potential for direct contracting under a California “public option plan” with global risk-bearing provider organizations. They have asked for a two-way discussion with our members to gauge your reactions and suggestions to their proposal.
  • DMHC General Counsel Sarah Ream has requested to meet with our APG Restricted License members to obtain feedback on the future of the Department’s General Licensure Regulation, which will be formally updated later this year. This is an opportunity to discuss the scope of the Department’s oversight of the global risk provider market and influence future policy. It is also an opportunity for our members to provide their expertise on what level of regulation is appropriate for global risk and whether shared savings arrangements should be excluded from RKK licensure.
  • DMHC Deputy Directors Pritika Dutt and Amanda Levy have also requested time with our Committee members to discuss financial solvency trends in the RKK market. This conversation will present an opportunity to discuss the financial impact of COVID-19 related hospitalization costs, the impacts of state-level orders on testing, patient transfer, copay waivers, etc. Please bring examples of impacts for this discussion.

Given the nature of these topics, please invite your government affairs and compliance counsel to participate if you like.

Following these agenda items, we’ll reserve some time to discuss the pending 2021 legislative session, political environment, and future advocacy goals with the Committee members.

We look forward to seeing you there. Please contact William Barcellona directly to discuss any of these issues in advance of the meeting.
