APG is the leading voice of physician organizations delivering capitated, clinically integrated health services. Our government affairs teams in Sacramento and Washington, D.C. keep abreast of the latest state and federal legislation and policy issues to ensure that our physician organizations have a voice when it really counts.
America’s Physician Groups is a trusted and influential stakeholder in Sacramento policy circles. Our advocacy focuses on fostering development of accountable, affordable and innovative delivery systems to support implementation of the Affordable Care Act. We routinely provide expertise and testimony on delivery system reform issues in the capital and with state agencies. Our work includes representation on Knox-Keene Act issues, including provider network directory accuracy; financial solvency of capitated/delegated physician groups; expansion into direct contracting with ERISA plans; and broad issues such as advocacy on ballot propositions and monitoring of pending legislative bills.
America’s Physician Groups is the leading voice of physician organizations delivering capitated, clinically integrated health services. Based in Washington, D.C., our federal advocacy team focuses on preserving and optimizing coordinated care delivery models, in particular Medicare Advantage. APG works with Congress, the administration, and the Centers for Medicare & Medicaid Services (CMS and the Innovation Center) to advocate for expanding and improving high quality care and alternative payment models, including prepayment through capitation. Our recent work has included advocacy on the annual Medicare Advantage rate notice, the Medicare Access and CHIP Reauthorization Act (MACRA), and Medicare accountable care organization (ACO) programs. APG members are invited to engage in select advocacy activities like testifying before Congress.

APG Educational Series 2018: Alternative Payment Model Webinars with CMS
America’s Physician Groups is pleased to continue our webinar series with the Centers for Medicare & Medicaid Services (CMS) for physicians and physician groups implementing the Medicare Access and CHIP Reauthorization Act (MACRA) through the Quality Payment Program (QPP), focusing on alternative payment models. Through a co-branding agreement with CMS, the sessions will combine CMS expertise on the regulation’s content with America’s Physician Groups’ members’ knowledge of how clinicians are responding on the ground to these important changes and care models.
Standards of Excellence™
Conducted annually, SOE® is a blueprint for assessing the tools and processes APG members have in place to meet the escalating expectations of healthcare purchasers and patients. The survey helps set the bar for healthcare consumers to evaluate a physician group’s technical quality, responsive patient experience, and affordability.
Risk Readiness Tool
America’s Physician Groups has developed a risk readiness tool to help physicians and physician organizations prepare for delivering risk-based, coordinated care–no matter where you are on the journey from volume to value. This valuable tool contains a set of five essential checklists to assess your readiness for alternative payment models.
This compendium of case studies highlights America’s Physician Groups’ member organizations’ robust experiences with a range of APMs. The vignettes highlight the payment foundation for risk-based coordinated care in Medicare, Medicaid, and commercial health plan relationships with physician organizations.
Clinical Quality Leadership Committee
The Clinical Quality Leadership Committee focuses primarily on the content and weighting of the annual Standards of Excellence™ coordinated care survey. The committee also discusses topics of clinical importance related to physician group quality improvement and physician leadership development.
Case Studies in Excellence
America’s Physician Groups annually releases this highly effective tool when demonstrating what our coordinated care systems can accomplish through innovation on a wide array of services. Created in 2011, the publication features select examples of creative and effective initiatives implemented by our organizational members, and this vehicle for sharing best practices has also stimulated a good deal of innovation throughout our membership.
Core Quality Measure Collaborative
The Core Measures Collaborative is a multi-stakeholder effort including the Centers for Medicare & Medicaid Services (CMS), America’s Health Insurance Plans (AHIP), the National Quality Forum (NQF) and physicians, consumers, and purchaser representatives. America’s Physician Groups sits on the steering committee to work with cross-sectional industry partners to bring alignment to quality measurement and reporting across payers and programs.
National Opioid Crisis
We have an opioid epidemic in our country, affecting millions of Americans and their families. America’s Physician Groups is committed to educating our members on best practices to help fight the country’s prescription opioid crisis. We have created an opioid guide to help support this national healthcare movement.
Cost and Quality Superior in HMO and Medicare Advantage
As we all know, there is wide variation in healthcare costs and quality throughout our country. In California, there is now widely published data to support how key quality performance and cost measures are widely superior in HMO products when measured against PPO products. This alone affects 30 million Californians on a multi-payer platform with commercial insurance, Medicare and Medi-Cal data.
Our Practice Transformation initiatives are designed to help our physician group members move from volume-based care delivery to coordinated, patient-centered services. Transforming clinical and business operations can enable physician groups to improve quality outcomes, cost efficiency, and satisfaction for both patients and providers.
APG Compensation and Benefits Survey
America’s Physician Groups has engaged GE Healthcare Partners and Gallagher Integrated Healthcare Strategies, leading compensation and benefits consulting firms, to complete an annual member survey that collects, analyzes, and reports highly detailed information on salaries and incentives, pay structures/ranges, and special pay practices (e.g., differentials) for healthcare executives and physicians. Participating member organizations will receive a copy of the full report.
