APG Committees Meetings

Our members can learn and share knowledge and resources through a variety of committee and regional meetings. These meetings take place regularly and help address focused topics and regional issues of member groups.

Alternative Payment Model (APM) Committee

Staff Coordinator: Valinda Rutledge, Executive Vice President of Federal Affairs

APM Committee:  In response to the federal government’s push toward alternative payment models (APMs), this committee was created to discuss various APM options in MFFS, MA, Medicaid, and Commercial and to offer a forum for APG member discussion. Participation is encouraged for those interested in APM development across all payors including accountable care organizations (ACOs), medical homes, and bundled payments.

California Policy Committee

Staff Coordinator: Bill Barcellona, Executive Vice President of Government Affairs

The Policy Committee is comprised of APG California-based Board members, who have voting rights to bind the Association to specific policy positions under our Bylaws. Each meeting features a two-hour in-person section with the Board members, and then a general, one-hour webinar and telephonic briefing to our general membership.

Clinical Quality Leadership (CQL) Committee

Staff Coordinator: Jennifer Jackman, Vice President of Business Development

The CQL Committee is comprised of senior clinical leaders of APG’s physician organizations. The CQL is charged with the following duties:

  • Standards of Excellence: Oversee the content of the annual survey. Evaluate scoring distribution and recommend cutoffs to the Board of Directors.
  • Discuss pertinent topics of clinical importance as they relate to our country’s Triple Aim and physician organization quality improvement efforts.
  • Serve as a clinical leadership forum in which to address changing relationships in the healthcare industry and challenges to our nation’s healthcare reform.

Contracts Committee

Staff Coordinator: Jennifer Jackman, Vice President of Business Development

The mission of the Contracts Committee is to provide education and information about managed care contracts to members through contract analysis, recommend and develop educational programs to improve contracting skills and provide a forum for information-sharing within the law. The Committee will also coordinate with other Committees to suggest policy review as needed and will consult with health plans about contract innovation as requested by those plans. It is not the mission of the Committee to act as an attorney rendering legal advice to America’s Physician Groups’ members.

Executive Committee

Staff Coordinator: Don Crane, President and CEO

The Executive Committee oversees the administrative issues of America’s Physician Groups and reports to the Board on membership recruitment and admissions, budget and audit, the annual work plan, and helps the chair and staff develop the Association infrastructure. Between meetings of the Governing Board, the Executive Committee shall have and exercise the authority of the Board in the management of APG.

Federal Policy Committee

Staff Coordinator: Valinda Rutledge, Executive Vice President of Federal Affairs

Federal Policy Committee meetings focus on technical suggestions to improve existing federal programs, laws, and regulations. This includes providing the Federal Affairs staff with specific “real world” guidance and metrics on federal comment letters, exploring future advocacy priorities, and sharing updates on current policy or proposed changes from congressional and administrative staff.

Governing Board

Staff Coordinator: Don Crane, President and CEO

The Governing Board is the guiding body of America’s Physician Groups activities. The Board approves members, budget and financials, and reviews/approves the major activities/focus of APG.

Human Resources Committee

Staff Coordinator: Lura Hawkins, MBA, Vice President of Member Services

The Human Resources Committee provides a forum for human resource issues affecting physician groups. The Committee also strives to assist member physician organizations in gaining a better understanding of market trends to provide a reference in the administration of compensation and benefits programs.

Pediatric Committee

Staff Coordinator: Lura Hawkins, MBA, Vice President of Member Services

The Pediatric Committee will discuss a variety of topics relating to pediatric health, including immunizations, chronic conditions, and a pediatric perspective on the Standards of Excellence survey.

Pharmaceutical Care Committee

Staff Coordinator: David Gonzalez, Senior Legislative Advocate

The Pharmaceutical Care Committee is composed of pharmacists and physicians responsible for the varying aspects of pharmacy management within their respective physician organization. The purpose of the Committee is to inform, educate and share best practices related to pharmacy and pharmacy benefit management with America’s Physician Groups members.

Restricted License Committee

Staff Coordinator: Bill Barcellona, Executive Vice President of Government Affairs

The “RKK Committee” is a separate body of APG members possessing or anticipating the Knox Keene Restricted License, that enables the entity to receive global capitation for institutional and professional services. Membership is comprised of APG members who agree to pay a separate dues surcharge. The Committee educates policymakers and advocates for the expansion of this model. The Committee meets on a non-routine schedule.

State Government Programs Committee

Staff Coordinator: Bill Barcellona, Executive Vice President of Government Affairs

The State Government Programs Committee is composed of member delegated risk-bearing organization representatives who primarily contract and care for more than 7 million Medi-Cal managed care enrollees throughout California. The Committee serves as a forum to share information, support America’s Physician Groups’ advocacy and identify opportunities to work together to increase access, quality and promotion of cost effective health care.
