APG Announces New Additions and Changes to Advocacy and Policy Team

Washington, DC – America’s Physician Groups (APG) is pleased to announce two additions and other changes to its DC-based Advocacy and Policy Team: Matt DoBias is the new Vice President of Congressional Affairs, and Jennifer Podulka is the new Vice President of Federal Policy (effective August 29). Garrett Eberhardt, formerly the Director of Federal Affairs, has been promoted to Executive Director of Medicaid Policy.

As Vice President of Congressional Affairs, Matt DoBias will be the lead on APG’s congressional relations and advocacy and assist in policy formulation on key issues, working closely both with other Washington-based team members and our lead on California state policy, Executive Vice President for Government Affairs William (Bill) Barcellona. Matt is an accomplished lobbyist with a proven track record of advancing legislation and policy through lawmaking and regulatory processes. He has influential contacts on both sides of the aisle on Capitol Hill and in the federal agencies, and a thorough understanding of legislative and public policy. Matt’s previous role was Associate Director for External Affairs with the Association for Community Health Plans, whose membership includes several health plans already linked with prominent APG member groups.

Garrett Eberhardt, former Director of Federal Affairs, will now take on a new role as Executive Director of Medicaid Policy. This is a new position at APG and reflects our commitment to ensuring that our members engaged in Medicaid have access to the most effective advocacy and most up-to-date information about policy developments affecting their operations. Garrett joined APG in 2020 and has played an extremely effective role in our federal advocacy and policy operations. He will be the lead APG staff member supporting the new APG Medicaid Coalition, which will focus on the Medicaid policy and advocacy positions critical for our members. Before joining APG in 2020, Garrett was a lobbyist with the National Association of State and Territorial AIDS Directors and with the American Medical Group Association (AMGA).

Beginning August 29, Jennifer Podulka will be the new Vice President of Federal Policy. In this role, Jennifer, an expert on numerous value-based models and programs, will be the lead in our advocacy and relationships with the Centers for Medicare & Medicaid Services; the Center for Medicare and Medicaid Innovation; other federal agencies, and the White House. She will help to formulate APG’s policy and advocacy positions on a range of matters in value-based health care. She will also be the lead APG staff member on our ACO REACH, ACO, and Medicare Advantage Coalitions. Jennifer has most recently been a principal with Health Management Associates (HMA) where she analyzed CMS programs and demonstrations and recommended policy changes on behalf of HMA’s clients. She previously held positions with the Medicare Payment Assessment Commission and the National Quality Forum.
