Mary Clare Toomey

Mary Clare (Mimi) Toomey is Vice President of Communications at America’s Physician Groups (APG), where she leads strategic communications for the organization.  APG is a national association representing approximately 340 physician groups that comprise nearly 260,000 physicians and other clinicians providing care to nearly 90 million patients, or approximately one in four Americans. APG’s motto, ‘Taking Responsibility for America’s Health,’ represents members’ commitment to providing comprehensive health care to patients while being held accountable for costs and quality of care.

Throughout her professional career, Mimi has consistently led transformative change through strategic communications, policy development, and coalition building. Most recently, she served as Deputy Director at the U.S. Department of Health and Human Services (HHS) at the Centers for Medicare & Medicaid Services (CMS) in the Office of Communications and the Integrated Communications Management Group. In this role, she led high-performing teams in implementing strategic communications and creative strategies for the agency. She advised CMS leadership on complex external communication issues, shaping the agency’s public engagement and outreach.

Previously, as Deputy and Acting Group Director at CMS’s Center for Medicare and Medicaid Innovation (CMMI), Mimi provided enterprise-wide strategic direction and communications on new and existing Advanced Alternative Payment Models (AAPMs), guiding and fostering collaboration across CMS, HHS, and private sector partners.  Prior to joining CMS, she held leadership positions at the HHS Administration for Community Living and national organizations focusing on developing innovative, integrated health and community care systems at both national and grassroots levels.

Mimi holds an MA in Public Service Administration from Concordia University Chicago and a BA in Sociology with a minor in English from St. Norbert College. She has also completed Executive Education at Harvard Kennedy School, specializing in evidence-based program effectiveness.
