Dr. Powell is the Chief Medical Officer of MedPOINT Management, one of the nation’s oldest, largest, and most respected Management Services Organizations, where he helps lead clinical strategy, medical policy, and care delivery oversight across the organization. For more than twenty-one years, he has served in senior medical leadership roles at MedPOINT, first as Medical Director and now as Chief Medical Officer. MedPOINT Management partners with regional health plans to perform key health plan functions on their behalf and supports Hospital Groups and Accountable Care Organizations across California.
In his role, Dr. Powell works closely with health plan partners and serves as a decision-maker on numerous committees, including Pharmacy & Therapeutics, Technology Review, Utilization Management, Medical Affairs, Behavioral Health, and others. He evaluates new therapies, develops medical policy, makes coverage determinations, analyzes clinical and economic evidence, and assesses emerging technologies. Dr. Powell has also advised manufacturers on the successful launch of new therapies and the expansion of existing products and services.
Dr. Powell’s career spans academic medicine, group practice, and clinical research within the pharmaceutical industry. He received his B.A. at Harvard University, his M.D. at the University of Miami, and did his training at Baylor Hospital in Houston.
