Robert Severs is Managing Director of Network Development and Physician Integration for Central California at Dignity Health, where he oversees the organization’s physician strategic alliance with Saint Agnes Hospital. Mr. Severs also assists with the expansion and administration of Saint Agnes Medical Group, an IPA, including working with physician reimbursement strategies. Previously, he served as President and CEO of GEMCare Mercy Memorial Health System LLC for five years. In that role, Mr. Severs administered a health system that included licensed Medicare Advantage (MA) and commercial health plans, along with a 300-physician IPA and a 250-employee management service organization (MSO). As CEO of GEMCare Medical Group and Managed Care Systems from 1992 to 2010, he developed the IPA and the MSO, which is capable of administering capitated physician and hospital contracts through major health plans, including a third-party administration component able to provide services to self-funded employers. In addition, Mr. Severs directed the development of an NCQA patient-centered medical home (PCMH) for the care of 500 acutely ill MA members. He holds an MA from the Nelson Rockefeller School of Public Affairs, State University of New York, Albany, and an MHA from the University of La Verne.
