About APG’s Standards of Excellence™

APG’s Standards of Excellence™ (SOE®) is an annual, comprehensive survey that serves as a blueprint for accountable physician organizations to build infrastructure and operations that meet the escalating patient needs and payor demands in a risk-bearing environment. The survey effectively assesses physician groups’ readiness to take on greater financial risk and clinical accountability.

APG’s SOE® survey has become an industry standard for evaluating the level of sophistication of accountable physician practices and organizations, and there is no other comparable “implementation playbook” analogous to the SOE® for value-based care. It is also one of the only tools that enables physician groups to benchmark their accountable care capabilities against peers.

Every year, APG member organizations demonstrate a phenomenal commitment to improving their value-based capabilities and the care they provide to their patients. The APG Clinical Quality Leadership Forum reflects that commitment by participating in the annual process of updating the survey and its capability benchmarks. Changes in 2026:

Following the 2024 survey cycle, APG paused the SOE® program and engaged a diverse member advisory group to streamline and strengthen the survey tool.

That process has been accomplished. The survey will now be 25 percent shorter, and thus easier for APG members to complete.

However, as APG continues its search for a new partner organization to handle survey administration and reporting for reasonable fees, we have decided to defer resumption of the survey to 2027.

We will keep members posted and will report on a new survey launch date later this year. Thank you for your continued interest in this APG program.
